Seizing Digital Opportunities in Higher Education

Building staff capacity for ICT-driven innovation in Cambodia and Sri Lanka

A project supported by the Shenzhen Municipal Government within the

UNESCO-Shenzhen Funds-In-Trust Framework (SFIT)

The Royal University of Phnom Penh (RUPP) is the flagship higher education institution and lead implementing partner for a new UNESCO project on ICT-driven innovation. Minister of Education, H.E. Hang Chuon Naron fully supported the project to be conducted at RUPP with a focus on staff professional development for ICT-driven innovation.

Blended learning – the synthesis of online and face to face engagement between faculty and students – has been particularly appealing to a growing number of leading institutions in Asia-Pacific and worldwide. With support from the UNESCO-Shenzhen Funds-in-Trust Framework (SFIT), RUPP will join a highly participatory process to assess student experiences and staff capacities to enhance blended learning and support effective institutional governance.


Focused on enhancing the curriculum, blended learning can help drive ICT innovation in many areas of RUPP

After consultations at RUPP from 16-17 February 2017, the university’s Committee for ICT reviewed institutional-level needs and work plans based on feedback from UNESCO Bangkok and external advisers. As a result, the RUPP Committee for ICT prioritized the following areas for follow-up:

  • Establish a new open source Learning Management System (LMS) for the upcoming academic year (2018);
  • Provide pilot training to RUPP lecturers and students to use LMS;
  • Launch pilot project on blended learning (e.g. at the Faculty Engineering, RUPP)

In line with the SFIT project, Seizing Digital Opportunities in Higher Education, UNESCO Bangkok will help test the implementation of a comprehensive self-assessment tool on blended learning for quality higher education. For more, please see: Blended Learning for Quality Higher Education.
