About the Institute of Foreign Languages

Royal University of Phnom Penh (RUPP) hosts around 22,000 students in undergraduate and postgraduate programs. It offers degrees in fields such as sciences, humanities and social sciences, engineering, education, and foreign languages.

RUPP provides Cambodia's foremost degree-level language programs through the Institute of Foreign Languages (IFL) . RUPP has full membership in the ASEAN University Network (AUN).

There are currently 6 departments at the Institute of Foreign Languages, namely Department of English, French, Japanese, Korean, Chinese, and Thai. Currently, there are about 5,000 students studying at IFL.

RUPP has one main library – Hun Sen Library. It was opened on the 7th of January 1997 by Prime Minister Hun Sen. The library has a collection of more than 100,000 volumes in Khmer, English and French, and some volumes in Japanese, Thai, Chinese and Vietnamese, as well as smaller collections of videos, audio cassettes, CDs/DVDs and electronic resources.

IFL also has its own library called Self-Access Centre (SAC) with a collection of about 11,000 volumes in English, French, Chinese, Japanese, Korean and Thai languages. The SAC houses an extensive collection of reading, listening and video kits for language and vocabulary skills development. The center also holds a significant collection relating to general education subjects taken in the Foundation Year.
 


Overview of the Institute of Foreign Languages

 

The Institute of Foreign Languages is a higher education institution dedicated to foreign language training at the Royal University of Phnom Penh. Initially known as the Foreign Language Center, it evolved from the Language School Annex, which was situated at the present Boeung Keng Kang High School, following the transformation of the Higher Pedagogical School into the University of Phnom Penh as per the Council of Ministers’ Sub-Decree No. 04 Angkor dated February 3, 1988, establishing the University of Phnom Penh. At the outset of its operations, the Institute of Foreign Languages comprised two departments, the Department of French and the Department of English (1988) . Currently, the Institute has expanded to include four additional departments, established in succession: the Department of Japanese (2003), the Department of Korean (2007), the Department of Chinese (2007), and the Department of Thai (2014)

To be the leading regional hub of excellence in foreign language education, research, and cultural studies, recognized for fostering multilingual competence, intercultural understanding, and graduating globally competitive language professionals who contribute meaningfully to national and international relations.

Goal 1: Enhance the quality of foreign language instruction and learning by implementing outcome-based education programs, innovative pedagogical approaches, effective assessment methods, and the integration of digital technology.

Objective 1.1: Enhance the quality of foreign language instruction and acquisition by implementing outcome-based education programs, innovative pedagogical approaches, effective assessment methods, and the integration of digital technology.

 

Activities: 

  • Evaluate and enhance all comprehensive curricula to ensure alignment with the outcomes-based education program and the student competencies of the Royal University of Phnom Penh. 

  • Augment the integration of blended learning and online instruction in language education.

Objective 1.2: Enhance the integration of digital technology and innovative pedagogical approaches across all curricula.

Activities:

  • Educate instructional personnel in innovative pedagogical methods. 

  • Instruct educational staff in the integration of digital technology in teaching.

 

Objective 1.3: Execute student evaluations across all subjects.

Activities:

  • Provide training for educational personnel on assessment methodologies. 

  • Assess and validate student performance, utilizing the findings to enhance educational programs.


Goal 2: Enhance research capacity in language, education, and culture by fostering high-quality research, scientific publications, and engagement in both national and international research collaborations.

Objective 2.1: Enhance research activities and scholarly publications of academic staff by a minimum of 10–15% annually.

Activities:

  • Develop policies and strategies to enhance research initiatives in the domains of language, education, and culture. 

  • Conduct regular training for educational personnel in research methodologies and scholarly publications.

Objective 2.2: Guarantee the effective and sustainable utilization of financial resources and infrastructure

Activities: 

  • Foster collaborative research and joint projects with both national and international organizations. 

  • Offer guidance on research methodologies to academic personnel and encourage research and publication efforts. 

  • Encourage and facilitate participation in national and international conferences, workshops, and forums. 


Goal 3: Foster effective governance, transparency, and accountability by means of management, stakeholder engagement, and stringent policy implementation.

Objective 3.1: Enhance management and decision-making systems to ensure transparency and accountability.

Activities: 

  • Consistently evaluate and revise management policies and procedures. 

  • Enhance communication and information exchange among leadership, educational personnel, and administrative staff.

Objective 3.2: Guarantee the efficient and sustainable utilization of financial resources and infrastructure.

Activities:

  • Implement mechanisms that engage staff and stakeholders in the decision-making process. 

  • Enhance monitoring, evaluation, and accountability systems.


Goal 4: Develop and leverage human, financial, and infrastructural resources to enhance efficiency, sustainability, and long-term growth

Objective 4.1: Enhance human resource competencies through ongoing professional development.

Activities:

  • Develop a human resource development and continuing professional development plan for educational and administrative personnel. 

  • Execute a human resource development and continuing professional development plan for educational and administrative personnel on a regular basis.

Objective 4.2: Guarantee the effective and sustainable utilization of financial resources and infrastructure.

Activities: 

  • Enhance financial management systems and optimize resource utilization. 

  • Invest in infrastructure, libraries, and digital technologies. 

  • Identify new revenue streams and partnerships for sustainable development.


Goal 5: Transform the institute into a center of excellence for foreign language education and professional training that adheres to both national and international standards.

Objective 5.1: Establish a minimum of two exemplary academic programs in foreign languages within five years.

Activities: 

  • Identify and cultivate curricula with the potential to achieve excellence. 

  • Enhance the curricula identified in Activity 1 to ensure alignment with national (ACC) and regional (AUN-QA) standards.

Objective 5.2: Elevate the reputation of the Institute of Foreign Languages at both national and international levels.

Activities: 

  • Enhance collaboration with foreign institutions, including embassies and international organizations. 

  • Coordinate diverse initiatives to elevate the appeal of the Institute of Foreign Languages.

Our Team

Asst. Prof. TITH MAB

Asst. Prof. TITH MAB

Director

Asst. Prof. Tith Mab is the Director of the Institute of Foreign Languages (IFL) at the Royal University of Phnom Penh (RUPP). He has extensive experience in English language education, academic leadership, and higher education management. His professional interests include communication skills, advanced teaching methodology, ELT management, learner-centered teaching, and quality assurance in higher education.

He is currently pursuing a Ph.D. in Education. He obtained a Higher Graduate Diploma in Higher Education Management in 2002, a Master of Education in Teaching Studies from the University of Sydney, Australia, in 1999, and a Bachelor of Education in Teaching English as a Foreign Language from RUPP in 1995.

Over the years, he has contributed significantly to curriculum development, program accreditation, professional training, and educational innovation. He has also played an important role in aligning IFL’s programs with national and regional quality standards. In addition, he has presented at national and international conferences and actively supports regional collaboration in foreign language education. He currently serves as a Governing Board Member for SEAMEO QITEP in Language, Indonesia, and as an Editorial Board Member of the SEAQIL Journal of Language Education.

Asst. Prof. LOCH LEAKSMY

Deputy Director for Personnel and Administration

Asst. Prof. Loch Leaksmy is the Deputy Director of the Institute of Foreign Languages (IFL) at the Royal University of Phnom Penh (RUPP) Cambodia. She has extensive experience in Japanese language education, academic leadership. In addition to her leadership role at IFL, she serves as a Governing Board Member of The Japanese Studies Association in Southeast Asia (JSA-ASEAN) Japan from 2025. She also has served as a Visiting Researcher at the Musashino University Institute for Happiness Tokyo, Japan, conducting research to develop business Japanese textbooks tailored for Japanese learners in Southeast Asia, since April 1, 2019.

She is currently pursuing a Ph.D. in Human Resource Development and Lifelong Learning Education. She received a Master of Arts in Japanese Literature and Language from Showa Women University Tokyo Japan, in 2005, and a Graduate Diploma in Biology Hight school teacher from National Institute of Education, Cambodia, in 1998 and a Graduate Diploma in Japanese Teaching as foreign Teacher from The Japan Foundation Teacher Training Center, Saitama, Japan, in 1999. She also holds a Bachelor of Science in Biology, from the Royal University of Phnom Penh, Cambodia in 1997.

Asst. Prof. Loch Leaksmy has established strong relationships with numerous Japanese companies and educational institutions both domestically and overseas. She engages in lectures and exchange activities covering topics such as education, interpersonal relations, and cultural customs. Her professional interests include communication skills, leadership, philosophy of education, advanced teaching methodology, Japan Study, and Translation and Interpreting.  

She received a Commendation from the Foreign Minister of Japan in recognition of her contributions to the promotion of Japanese language education in Cambodia and the fostering of friendly relations between Japan and other nations on July 20, 2016. Additionally, she was honored with the "Cambodia Education Leadership Award 2018" for excellence in Japanese language teaching by World CSR Day & World Sustainability on January 12, 2018.

Dr. Vann Moniroith

Dr. Vann Moniroith

Deputy Director for Research and Publication

Dr. Vann Moniroith is a Cambodian academic and higher education administrator. Before his appointment as Deputy Director of the Institute of Foreign Languages (IFL) at the Royal University of Phnom Penh (RUPP), he served at the Department of Higher Education under the Ministry of Education, Youth and Sport.

Dr. Moniroith graduated from the Institute of Foreign Languages in 1995. He earned a Master's degree in Educational Leadership and Management in 2001 and later completed his PhD in Higher Education Management at RMIT University, Australia. From 2007 to 2012, he worked for the ABC Radio Australia Network in Melbourne, where he gained valuable experience in international media and communication.

As Deputy Director of the Institute of Foreign Languages, Dr. Moniroith contributes to the Institute's strategic management, supporting academic development, quality assurance, research, and international collaboration. His leadership focuses on strengthening institutional capacity and enhancing the quality of higher education.

Throughout his career, Dr. Moniroith has demonstrated a strong commitment to academic leadership and institutional development. His responsibilities include promoting academic staff development, enhancing teaching and learning, fostering partnerships with national and international institutions, and advancing foreign language education in Cambodia.

Recognized for his extensive experience in higher education and his dedication to the advancement of Cambodia's higher education sector, Dr. Moniroith continues to play a significant role in the development of the Institute of Foreign Languages. Through his leadership, he supports the preparation of graduates with the linguistic competence, intercultural awareness, and professional skills needed to contribute effectively to Cambodia's regional and global engagement.

Prof. KEUK CHAN NARITH

Prof. KEUK CHAN NARITH

Deputy Director for Academic Affairs

Prof. Chan Narith Keuk is the Deputy Director of the Institute of Foreign Languages (IFL) at the Royal University of Phnom Penh (RUPP), Cambodia. In addition to his leadership role at IFL, he serves as a Governing Board Member of the Southeast Asian Ministers of Education Organization Regional Language Centre (SEAMEO RELC), Singapore.

He earned a PhD in Linguistics from Macquarie University in Australia in 2015. His doctoral research, entitled Investigating Communities of Practice and ELT Teacher Research in Cambodia, examined the development of English language teachers through communities of practice and teacher research.

He received a Master of Arts in Teaching English Language and Literature from Ateneo de Manila University, the Philippines, in 2006, and a Graduate Diploma in Applied Linguistics from SEAMEO RELC, Singapore, in 2000. He also holds a Bachelor of Education in Teaching English as a Foreign Language (TEFL) (1998) and a Bachelor of Science in Chemistry (1995), both from the Royal University of Phnom Penh, Cambodia.

Prof. Keuk's research interests include the varieties of English used in contemporary Cambodia; English language teaching (ELT) and teacher education in English as a Foreign Language (EFL) contexts; ELT teacher research; teacher reflective practice; communities of practice; and blended learning.
