About Us
The IT Center is the Royal University of Phnom Penh’s Information Resource Management Unit. We provide reliable, secure, and effective digital services that support teaching, learning, research, and university administration.
We manage the university’s core ICT infrastructure, including Campus Network, Wi-Fi, Data Center services, Digital Platforms, and Technical Support. Our work helps students, lecturers, staff, and partners connect, collaborate, and work effectively across RUPP.
Our Mission
To deliver secure, dependable, and accessible IT services that strengthen RUPP’s academic and administrative activities, expand digital capability, and support the university’s development as a leading digital university.
What We Do
- Operate and improve campus network, internet, Wi-Fi, and eduroam services
- Manage the Data Center, servers, storage, and essential university systems
- Provide university email, LMS, web hosting, directory, DNS, and digital services
- Protect systems and data through cybersecurity monitoring, firewalls, and access controls
- Deliver help-desk support, technical guidance, and software and hardware assistance
- Support digital teaching, research, administration, and institutional planning
- Provide ICT training and promote responsible use of technology

- Access to RUPP’s eLibrary, Journal Hub, and scholarly resources
Training and Short Courses
In accordance with its mission, the I.T. Center offers short courses addressing current skills shortages in Cambodia. These courses are available to graduated RUPP students who wish to improve their computer literacy, and to members of the general public who wish to improve their employability by enhancing their The IT Center offers practical short courses for RUPP graduates and members of the public who want to improve their digital skills and career opportunities. Current training includes Computer Programming with Python and Big Data.
Looking Ahead
We are working to modernize the Data Center, strengthen cybersecurity, expand connectivity across RUPP campuses, and develop high-performance networks that support e-learning, research, and digital services.
Our Team
Mr. Var Sovanndara
Director
Mr. Var Sovanndara is the Director of the Information Technology Center at the Royal University of Phnom Penh (RUPP). He holds a Bachelor’s degree in Computer Science from RUPP and a Master’s degree in Information Technology for Natural Resource Management from Bogor Agricultural University in Indonesia. With extensive experience in IT management and academic support, he oversees the university’s Data Center, manages campus-wide network operations, and provides technical guidance for research and training activities. Mr. Sovanndara is known for his leadership in improving ICT infrastructure at RUPP and contributing to the development of Cambodia’s technological capacity.
Khiev Sopheaktra
Deputy Director
Khiev Sopheaktra is Deputy Director of the IT Center and an Assistant Professor in the Department of Computer Science, Faculty of Science, at the Royal University of Phnom Penh (RUPP). He holds a Master’s degree in Information Management from Curtin University of Technology, Australia, a Bachelor’s degree in Pedagogy from the National Institute of Education, and a Bachelor’s degree in Computer Science from RUPP.
At RUPP, he provides operational and technical leadership for the University MIS Project, Campus Network, Data Center, and Cybersecurity Operations. He also serves as Program Coordinator of EU-GAIN Project and Support Content Development of CCUN. His teaching and professional interests include Computer Networks, Data Communication, Cybersecurity Operation, System Analysis, and Information Service and Dissemination.
